Beware:

Some people don't like to game the system but personally I take enjoyment out of utilizing game mechanics to play the superhero in rpgs. Adversity is fun to watch and read about but I like to smash faces in.

That said, the best way to play a mage is to get enchanting up to 100 and double enchant as many destruction cost reduction enchants as you can on your gear until you reach the magical -100%. Then suddenly all your destruction spells are free to cast.

Conjuration: Engage any hostile, double hotkey the cheapest bound weapon spell you can get and just keep casting over and over. You should get 100 within 30min with decent magicka regen gear.

Illusion: Sit in a secluded place and spam double muffle on yourself. Should take about 30-60min. You need a decent sized magicka pool to cast this more than 2x2 times but with the out of combat regen it should only take you a few seconds to regain full magicka.

Smithing: Buy iron ingots and leather straps/make leather straps. Create iron daggers.

Enchanting: Take the iron daggers, buy the two cheapest tiers of gems from the vendors in the mage college and enchant the daggers with health absorb. Rest 24-48h after every purchase. You'll break even on the material cost once you sell the daggers.

Void

Soul Trap 3 seconds
Paralyze for 2 seconds
Fire Damage 20 for 2 seconds
Shock Damage 12 for 2 seconds
Light 10 feet for 4 seconds

Requires Illusion Skill of 75
Think of this as a finishing move. You can tag one enemy, knowing he's on his way out, and concentrate on the second foe. The light flickers out when the foe dies.

Showtime!

Frenzy up to level 25 on target for 25 seconds
Fortify Speed +10 on Target for 20 seconds
Invisibility on Self for 25 seconds

Requires Illusion skill of 100

BFF!

Command Creature up to level 25 for 40 seconds
Fortify Speed on Target +10 for 20 seconds
Shield on Target 20% for 20 seconds

But currently my absolute fav is a custom Summon Clannfear for 100 seconds, followed by

Earthly Shield

15% each frost, fire and shock shield on target (my clannfear)
and +10 Speed

I cast it just out of range of enemies. My bff just owned two necromancers and their summonses with this combo just the other night. Needless to say, I am at 100% spell effectiveness.

this isnt skyrim ? smithign only allows me to repair stuff theres no magic reducing equipment and enchanting isnt a skill

I unfortunately have not spent a lot of time making any real unique spell combinations.

How much magicka does your own custom 40pts shock damage in 20ft on target use? Not sure. You could easily go to an spell making alter and find out for yourself. I do think though, that the Fingers of the Mountain one costs more magicka to cast than a similar one you can make yourself, since that spell isn't normally marked to auto-calculate magicka cost.

The level 25 version of Fingers of the Mountain spell costs around 700 magicka to cast with a destruction skill of 100 and 3551 magicka with a rock bottom destruction skill.

I have never been much for mage characters and unfortunately I have never, ever had enough magika to be able to cast that spell

Maybe one day...

Btw, what does the spell actually do?

Don't worry, you aren't missing much. The highest level spell does 200pts shock damage within 10ft on target at the cost of a little over 700 magicka with a destruction skill of 100. Not worth it. You can make more efficient custom spells yourself.

thats why i didint get it at level 25 :/

I got it earlier so id be able to use it used to cost like 300 magicka now its my most useful spell and I cant even clone it! because i cant make an AoE under 10ft sure a 40pt with area of 10 ft is less costly than five fingers but not by much liek 5 points of magicka im not worroied abotu that because with 100 wilpower 5 points of magica regenrates pretty much after i cast any spell ... probably get liek 15 points of magicka back per second

teh verson of five fingers im usen is my most useful spell I have I just wish magicka regenation potions were a bit cheaper and more common due to enemies gettign stronger 6x cast just isn't enough (i keep selling the ones i get cuz can get liek 150-200 gold per)

also interesting thing i found out about this spell if the enemy is lieing down in paralyzed or sleeping mode they take extra damadge + get thrown like they were launched from a catapult with 0 stamina :/ im not sure if thats normal for a lightnign spell or not but its really really awesome to do

That's common for most AoE spells while the enemy is paralyzed. Not sure about the extra damage though. What's wrong with having an area effect spell that covers more area and costs the same if not a little less than Fingers of the Mountain?

I've read on UESP that Fingers of the Mountain is an incredibly bad deal since it uses more magicka then the same spell made at a Spellmaking Altar.

is true but at 100 destruction with the level 10-15 version the magicka cost difference betwee na custom and the devs verson is so little to even bother with its about 5 points magicka difference and liek i said with my will power elvel i gain at least 15 points back per second

FotM cost about 42 magicka a custom spell of same magnitue with larger area would cost me about 37 magicka still only going to be able to cost the lesser costing one same amount of times as the more costly one theres really no difference
