As you can see in the picture link, I don't have Shivering Isles expansion included in this because I never was able to finish downloading it from steam. I bought the Oblivion Deluxe english edition which has all the expansions and more. But I don't see a button anywhere to finish downloaded what I wasn't able to download. So how do I download the remaining Shivering Isles portion?

Oblivion Steam help; cannot download Shivering Isles

The screenshot you posted shows the dlcshiveringisles.esp as activated and running so not sure why you say you do not have it ! --- have you tried going out into the bay and seeing if the island is there ? Or did you just not notice it since it is named DLCShiveringIsles.esp and not ShiveringIsles.esp ??
