Only 11 hours into my game and I ran into one of these leaving Megaton. I haven't progressed in the main quest yet till they show up. I just thought it was weird to see one this early? Unfortunately he didn't have good power armor on I won't wear -1 or -2 PA. Still have to learn powering armor training anyways though.

Yes, its a well known issue with Broken Steel.


Just look at them as advance scouts. Or if your on the PC version, there's a mod which stops their spawning.

Oh i'm ok with them spawning lol I'm going to progress the MQ until after the Jefferson Memorial, so they start spawning more. I enjoy coming up on their roadblocks through out the wasteland, and I wouldn't mind finding some hellfire PA.

There's also another Enclave soldier that likes to spawn near Dukov's Place just FYI.

You mean the full on patrol, complete with caged deathclaw, that are usually always there fighting radroaches and mirelurks?

This is my most common too-early Enclave soldier. The full-on patrol happens after.... you know.... But there is an early single there everytime for me.
I also have a too-early Enclave soldier spawning across the street from the car dealership.
