Is this a mod order problem?

I have recently built a new PC using the Windows 7 operating system. I cannot get FO3 to work, as it crashes very quickly on startup.
I have no special audio card, and I honestly don't know my video cards name. I believe the problem lies either in Windows 7 or my mod order.
I have tried the following fixes:
-The HWThread fix in the .ini
-Downloading d3d9
-Patching it, it launches it then it crashes

*I have FOSE installed

My Mod Order:

For Windows 7, I would install it to somewhere outside of 'Program Files', like c:\fallout3. Start there if you haven't done so.
Not sure if EWE and EVE are compatible either. Don't they change the same things?

Apparently they are compatible. The readme says to deactivate EVE.esm and EVE.esp from your mod list and use the EVE.esm that's included in EWE. I don't know I've never used both before.

And you load order is in terrible shape. I would highly suggest downloading http://www.fallout3nexus.com/downloads/file.php?id=10193 to organize your load order properly. And with the mods you're planning on using you'll want to at least create a Merged Patch. This must be done with http://www.fallout3nexus.com/downloads/file.php?id=637. Also http://www.fallout3nexus.com/downloads/file.php?id=8629 a manual for FO3Edit so you can easily learn how to create a merged patch and even clean mods you plan on using.

Lastly you'll be required to set Archive Invalidation. This tells the game to use "new" resources from the data files. This can simply be done with http://www.fallout3nexus.com/downloads/file.php?id=944.
