Do you have any mods installed? Do you have the latest patch installed? Did you install from Steam or disk?

Did you cut you cpu back to only 2 cores. If you installed from a disk, did you install the game outside the Program Files?

Since you installed your game on your D drive, the path to the game should be D:\Bethesda Softworks\Fallout3\Fallout3.exe. I don't know where you can get the tweak to limit the cpu to two cores, I have a dual core cpu and never paid attention. Just check through the forums here and at Fallout3Nexus. You also need to have the 1.7 patch installed.
