Windows 7 crashing....i've tried it all

Thank you all for taking the time to read this.
I have installed Fallout 3 on my new Acer Aspire laptop with windows 7. It has 4GBs of RAM and the Intel i5 core M480 @ 2.67Ghz, and the Nvidia GeForce GT 540M video card. I have directx 11. I have the DLC installed from Games for Windows Live marketplace. I have the 1.7 update installed. I am running the physical game disc, original fallout, not GOTY. One interesting fact is that it never created a shortcut and every time I run it from either the disc or from C:\Program Files (x86)\Bethesda Softworks\Fallout 3 windows continues to ask me if i want to let it makes changes. Every other application only asks one time. Fallout freezes constantly requiring me to bring up task manager and force close it. Almost every five minutes it freezes; sometimes less often, but more than likely, more often. No error messages, just freezes. The longest it let me play without freezing was about 10 ten minutes, from the door of vault 101 to a few minutes of play time in Megaton.

I have tried uninstalling and re-installing everything. I have looked at a lot of the fixes online. I have tried running in compatibility mode. I have tried disabling visual themes and desktop composition. I have tried changing the privilege level so that all users can run as admin. BTW I'm the only user and therefore admin. I have tried low visual settings and high visual settings. I have tried windowed mode. I have tried deleting the .ini files in C:\Users\soap\Documents\My Games\Fallout3.

I have tried editing the fallout.ini file located in User\soap\Documents\My Games\Fallout3 to "bUseThreadedAI=1", rather than "bUseThreadedAI=0", and added the line "!NumHWThreads=1". This doesn't work either.

I have tried all these things at once. I have tried them one at a time. i have tried updating my drivers but there are none available. I would disable hyperthreading on my bios but Acer has that locked up pretty tight. I can however go to msconfig > boot > advanced settings > and put processors at 1. this doesn't seem to help either.

I have exhausted every thread and forum on the internet from Microsoft, Bethesda, Steam and even less authoritative sites. I'm very frustrated that I've spent an entire night mucking about with this and there is no way to fix this. I have played Bethesda games since Morrowind came out and have been a loyal fan. I played fallout on my old PC for months but wanted to play Skyrim so I bought a new computer! The internet forum posters say that Bethesda has no plans to fix this problem. If that is true, I think I'll chose to never buy a Bethesda affiliated game again, this is unprofessional. I realize that it wasn't developed for windows 7 but I think Bethesda has an obligation to its fans to make their old game upwards compatibly with newer OS for those fans that hold onto thier older games. I haven't even bought new law vegas yet and wont ever if this problem can't be resolved.

Please help and thank you in advance to those that post something constructive.

The one thing I didnt see you tried was installing the game outside of Program files.

But I digress , and am not sure with the 64 bit windows 7

Have you tried adding the d3d9.dll file to your game folder?
That combined with the listed changes to the ini. worked for me.

one more thing soap where you wrote this :

I have tried editing the fallout.ini file located in User\soap\Documents\My Games\Fallout3 to "bUseThreadedAI=1", rather than "bUseThreadedAI=0", and added the line "!NumHWThreads=1". This doesn't work either.

I believe the "!NumHWThreads=1". is suppose to =2

This, install directly to the C drive, so the file path looks like C:\Bethesda Softworks\Fallout 3.

I had the exact same problems some days ago and tried the changes in the ini file with bUseThreadedAI=1, rather than bUseThreadedAI=0 and iNumHWThreads=2 and now it works perfectly. Apparently the 1.7v update makes the game incompatible with more cores than 2 and this freezes up the game. I have 3GB Nvidia GT555M 8 GB DDR3RAM and i7 quad core processor on my laptop with 64x win 7. I got quite angry at first that the game did not work properly on this powerful machine but found the solution on YOUTUBE actually. Search youtube next time for trouble fixes. Now I can enjoy Fallout 3
