The best thing for you to do is, copy the exception code and enter it into a google search. This will bring up web sites you can visit to get an explaination of the error and possible fixes.
IMHO your problem is with your GPU. Fallout 3 requires a Graphics Card, not an integrated chip.

I know that yet, I have managed to successfully play other games that also require a Graphics Card, i.e. Borderlands, Crysis 2, and Batman Arkham Asylum. I realize the limitations of the GPU in my laptop. The system that I was planning to buy wasn't in stock. The trade-off between my current laptop and the one that I was planning to buy was the integrated chip and a larger hdd inside the laptop that I currently have vs the Graphics Card and a BD Drive in the one that I wanted to buy.

It is a total waste of time pretending to compare games with different engines. You can compare to Oblivion, yes, although not to FO-NV or Skyrim. Intel makes crap for video, you bought the entirely wrong system to play games with, when for less money and better battery life, as well as decent graphics, you could have had AMD Fusion, the Llano series. Desktop buyers can rejoice soon, with Trinity in the wings.

I wanted a system that used a quad-core processor such as either the i7 or the i5. BTW, I know about how crappy the Intel IGPs are, my last laptop had an Intel IGP.
