Best place to get arrows? : IV

Hello. I have been looking for some Arrow of Storms. I have not seen any enchanted arrows as loot from enemies. I have done Rockmilk numerous times and never get any arrows. Is there a really good place with a high chance for enchanted arrows for loot?

Currently lvl 33 so that is not an issue

Boethia's Daedric quest-- no question. You have to fight a series of matches against gladiators, and one of them is an archer who's absolutely loaded with enchanted arrows.

For a recurring supply, I generally shop with the fletcher from the Thieves Den DLC.

If you're a member of the Dark Brotherhood, and have not advanced the quest line any further beyond, ahem... the cleansing, the Khajiit sells enchanted arrows. He restocks every three days, and these arrows are his mainstays.

Several types of enchanted arrows there as well as normal leveled ones too. I'm pretty sure the store is open 24/7 as well.

This is right up my ally. I will give it a try when I get home from work.

Have a lot of feather spells and potions. Bring one weapon you can win the first fight with easily. SAVE AFTER EVERY FIGHT!!!! Save before entering as well. Sometimes there's a glitch where the gates don't open. Only bring one weapon cuz you need to carry all the gear you will find.

His stock changes every three days (73 hours) but I see these arrows more times than the others. And I journey from Chorrol to Cheydinhal once a week-ish to check in.

EDIT: I forgot one major source of arrows (unenchanted, but worth a look-see) I've found that is undocumented. During the Hermaeus Mora Quest, I have been following a friend's advice since the release of this game. I go to all the Daedric Shrines and murder the people there. Out of the way, no guards. Never had an issue with guards doing this. Anyway, at Hircine's Shrine there is a follower there. Can't remember if he is Argonian or Khajiit. At level 30 and higher, I repeatedly, after killing him, find exactly 500 Daedric Arrows in his inventory. Repeatable across several characters past level 30. Don't know if luck is a factor. My luck ranges from 50 to 65 ish.
