ACTUAL in-game time slowdown?

Okay, so I am using an Nvidia geforce GTX 560, I am sure I am updated to the latest drivers, and as a reference, I get about 70-100 fps In battlefield 3.

In new vegas, on the highest settings, I get around 40-70 fps, but after using a .dll to cap the FPS to 60, its USUALLY been at a steady 60 fps. (Although on the strip it goes way down.)

OK, So the big problem here is not FPS, but actual timescale slowdown in new vegas. at 60 fps, I believe it is the optimal timescale where everything flows and works correctly, like the animations, jumping, etc. But when my fps goes down to 30-50, the game literally slows down. Everything goes slow, the animations, jumping takes 5 seconds, its almost as slow as a cinematic in the game.

Ive tried using the d3d9.dll, and searched a lot, and nobody else seems to have this problem.

ALSO, when my fps went higher than 60, everything would move super fast, so i capped it.

If you could help give me solutions, I would appreciate it.
