I'm playing as a Desert Ranger who refused to be annexed into the NCR, so he was exiled.

He helps the NCR because, as you may know, they both have common enemies and ideas. However, he hates that they bully the folks and only help them if they see a profit out of it. So, my ex-desert ranger is generally nicer to the recruits, but hates the politicians.

He killed Hanlon for rp and benifitial reasons, and I wonder if he should kill the president in revenge for annexing and disbanding his "family" for a greedy organization when it comes to the main point.

I'm aware of the ncr ending being removed if I kill him, so I will take te independent route. Of course, I would even for many other reasons.

Anyways tl;dr, should I kill him or not. Please give an explanation.

I think just before he takes the shot he has a vision of the widespread panic that it will cause across the Mojave. He then holsters his rifle and walks away.

I imagine that just before he fires, he blinks and sees his old mentor superimposed over one of Kimball's bodyguards. Confused, he fails to take the shot and Kimball escapes.

Upon reflection, he realizes that killing Kimball would anger the NCR against the Mojave, causing innocent people to die after the region becomes independent. He silently thanks his mentor for being wiser that he, and continues to prepare for "No Gods, No Masters."

No because:

1) Killing him will make him a martyr for the NCR warmongers.
2) While giving a huge morale boost to the Legion and anyone who opposes the NCR.
3) Kimball may be an ass, but it's in NCR's better interests to have him carry out his campaign and get eventually just voted out of office.

Kimball is the reason why NCR are such jackasses. I am going independent in my new game too, after working alot with the NCR and trust me. i am not gonna show mercy to any of my enemies anymore, Kimball is no exception.

I would arrange a ''accident''. Maybe you were assisting the NCR in the protection of Kimball, as a cover up, when u really are trying to assassinate him yourself. I wish you luck bro in your fight for independence, let those Legion dogs have it. NCR may be greedy, but they dont keep slaves, so they deserve some point of mercy.

Don't kill him. He will likely be blamed for the NCR's failure to annex the Mojave, and as result, he and the other warmongers will lose the their positions to politicians that were against NCR involvement in the Mojave. The next NCR presidential election is in 2284.

I did on my first try of the game I just watched the president in the crowd not knowing about the sniper when I seen him get kill first thing came to my mind was want loot has he got and that how I got his suit the next time I played I saved him with nothing good in return.
