Whether or not the city fell includes numerous variables, including, but not limited to:
-Whether the collapse of the Tribunal and subsequent fall of House Indoril disbanded the High Ordinators,
-Helseth's reaction to the invasion (or whether he fled -- he has a mage that can teleport people in his foyer, and, although that mage is an Argonian, that mage dresses and speaks like an Imperial)
-The actual strength of the Royal Guard (they are immensely strong in-game),
-The city's defensibility (it's walled, unlike many Dunmer cities),
-Whether the Argonians attacked the city in the first place.
Whatever happened, it's standing by Skyrim's time: "I'm beginning to think leaving Mournhold was a mistake" -- you don't say that if you left it because it was destroyed; diction implies short time frame. Also, "...head to one of the capital cities... maybe even back to Mournhold..."
