To answer your question: Yes. Province: Cyrodiil is another big province mod, and I think there was/is? a Black Marsh mod that is intermittently being worked on.
+ there are awesome projects such as Azurian Isle by Melchior and Amanita by Numidium, both grand mods and on the level of TR (if not above considering both are made by single modders).
