How created customized wav files in support of NPC dialogue?

Good Day,

I am new to this forum and believe this is best place to post my question concerning the use of TES Construction Set in support of Mod development under TES IV Oblivion. I have recorded my voice against two NPCs that I have created under my Mod. I was able to preview the wav files with no issues. Each wav files is named after the dialogue topic in the hex code, referenced format and is located under the referenced directory path. However, when I play the Mod under Oblivion, there is only silent playback. Has anyone researched this issue before?

If my memory serves, the game is looking for .mp3, not .wav format and the sample rate etc have to be just right. Although lip-sync needs the wav and the text as source.
