In the imperal city on the waterfront there is a bordered up building right next to the company trading offices, is there actually a purpose for this building or is just for show? I have often thought about this many times when going back to my shack for a quick sleep or to drop some stuff of or maybe just have a nice bottle of wine

There is a purpose for that building. It gets used at the end of the Thieves Guild questline. I do not want to say any more, lest I spoil anything for you.

Excellent thank you for the answer I actually thought it might be but thought I would check, I have never done the Thieves guild but I am going to this time.

Even after the TG quest, that particular door remains boarded up. You'll be able to access the other side, but not by going through the door. I think there's a mod that removes that anomaly, but I haven't used it, so I don't know if you'd need to install it before doing the quest-line.
