Anvil Chapel is always there, but if the Knights of the Nine is installed, it has been desecrated and its priests killed.

In the course of the KOTN, the only two advanced Restoration Trainers are killed, so there's no way to get a Master Training recommendation in that skill. The answer is to either get the training you need before starting the KOTN questline, or to not activate that DLC until you've done that.
