This has happened on the last two play throughs.
When I first get to GNR I follow the mission, help Lyons pride, kill the mutants, enter GNR, do the dish mission but I can not re-find Lions pride so I can not get into the Citadel so I can not learn how to use power armor.
Anyone know where I can find Lyons pride? or another way into the Citadel?

Are you not following the main quest-line? That's the problem if you're not. Proceed through the main quests and you'll eventually gain access to the Citadel. And no, there is not another way into the Citadel.

I'm up to "scientific persuits" (look for dad in project puritys control room) I thought that was past the power armor training point...

Nope, you haven't gone past it yet. You still have "Scientific Pursuits" to complete and then another two quests after that.

You can glitch your way to the citadel, and therefor progress the main quest much easier.

As mentioned, just keep following the main quest and you will find yourself in the Citadel in no time. Ask Lyons to learn power armor training as well, and then find Paladin Gunny.
