Issues with freezing

Being an avid fan of TES, I decided to branch out and give Fallout a try. Bought the game from Steam, installed it, and now when I try to play... it freezes on me.

I can't seem to get past the "Baby Steps'' part, just a few minutes into the game. The whole game freezes, though the music in the background continues to play. I've left it for a minute, and I get no error warning or anything, it just... sits there. I have to Task Manager force-close the game to get it unfrozen. I have no idea how to get past this. Any help?

Also, if it matters, my specs are as follows:

Intel Core i3-2100 processor
8 GB DDR3 RAM
nVidia GeFORCE GT 440 GPU
Windows 7 Home Premium

I tried the .ini changes, but it didn't work, so now I'm re-downloading it from Steam in order to custom install the game in a different location -_-

Now I get to wait another two hours.

Alright, new issue. I can't install to a custom location (outside of my Program Files) because I'm getting the game from Steam. I've tried every other fix to get this game to stop freezing except for that, and it still doesn't work. Could the location be my issue? If so, how can I get around it if Steam won't let me decide where the game is installed? I really want to play this game, but I can find no way to get it to stop freezing after running for 2-5 minutes.
