I dont think so, because the first shot in the video is of bethesda logo and the video says fanmade.

but its not fanmade, he didnt make anything, the only things he added was the bathesda logo and FO:NV and he cut the enclave at the end, if you read the description of the video he doesnt say anything about it belonging to bathesda or interplay or it being made by either of them

He makes it quite clear that this is a fan video and he doesn't seem to be taking credit for work he hasn't done himself.

You're right all he did was slap something on to the front of the Fallout 2 intro and it would have been nice of him to be more up front about that, but it's a bit extreme to suggest Bethesda sue him over this. If the video really bothers you I'd suggest you contact Youtube or otherwise report the video.
