mmmmh.. Grenades check, mines check.. demolition charges... check so..? (if you mean propelled explosives..then yes)
You find a grand total of 20 to 25 grenades in the entire DLC if you disarm every grenade bouquet there is, and there's no renewable source. Mines and demolition charges aren't terribly useful as weapons. Gas bombs don't work very well against Ghost People, and they're too heavy to carry around. Basically, if you want a decent supply of thrown Explosives, you need Mad Bomber.
TME- What they mean is that if you could come to Dead Money with powerful weapons from the Mojave, the game developers would need to scale up enemy toughness accordingly and make them "bullet sponges".
In Dead Money you get weapons optimized for dealing with the Ghost People- most of them have a bonus critical chance or bonus damage to limbs.
