The Godhead is the Dreamer, he dreams all the little and big things in existence. It's no doubt that dreaming has huge significance in TES, so it's unlikely that Vaermina's dreams are much different from the Godhead's. Are Vaermina's dreams somehow a subgradient of something much larger? Is there a connection between the Godhead's dream and Vaermina?

A dream inside a dream doesn't have to carry the same significance as the dream.
