Yes. But for that you have to play, not basically, but in full detail Morrowind!!

Depends on what you're looking for--do you want one with an interior cell, like a regular loading door, or do you want an area that's still an exterior?
Skaal Village, for example, has that outside pen--if you could sneak one past the guards, he might be okay in there.
You could Command a Clannfear with you to the pen, casting Calm Humanoid on any upset guards who might try to kill it. I'm not sure if he'll live much longer after that, guards tend to kill anything in the creature category.
If you really want this clannfear around guards and people, you could just go into the CS, make your own clannfear, and tick his box off as humanoid. That should prevent anyone from trying to kill it.

That summon glitch was a nightmare on my xbox, it constantly locked up & crashed.

I'm not really sure what you want for a "kennel" - are you just looking for a neighboring house, next to your own?
Just grab any two houses in a town, then. Command Humanoid on the inside occupants, lead them outside. If the spell successfully wears off, they stay outside. Their home is yours.

Or you could just go into the CS and build your own-I'm sure you could make a nifty-looking kennel area. Are you on PC?

So do the Command thing, and clear out houses. You could kill people as well, but you may break quests by doing so.
Perhaps one of the farm-type areas would be perfect for your situation.

You come across a few houses, sure.
It's just hard to find the perfect place, so you may have to clear one out.

Yeah, I play Morrowind on the Xbox, and found that if you summon more than 15 or ten creatures with the glitch, then the game usually turns black and the game crashes. This counts for any creature that you left behind that is still alive, mind you!! If you somehow manage to lose 10-15 creatures (lost as in can't find them and they are still alive, not lost as in dead) and you try to summon a permenent creature, The game has a bigger chance of locking up.

Oh, and by the way, There is a house in Solsteim called Factor's Estate. You have to do the missions of The East Empire Company, but when you are done, they build you a house at one of the three torch locations. Pick the house nearest the North Storehouse. You can grow and nuture your Clannfear in there because nobody will attack you or your creature!!
You can find the East Empire sign up list in the Imperial Shrine in The Frostmoth Fort. It is a man called Carnius or something and you talk to him. If you like the house and "kennel", Then I was glad to help!

If it were me, I'd have a pet snow wolf living in the empty hut outside Thirsk. Not only that, but I'd give Brynjolfr an actual building to forge weapons and armor in.
