Do you your self a favor and goto an enchanter to have http://www.uesp.net/wiki/Morrowind:Dragonbone_cuirass/Frost/Shock for your armor. I suggest that get the Daedric Tower Shield since that shield has the highest enchantment (225) capacity in the game.
For the rest it depends of what race you character has, because if your character is a nord then you only need 50% Resist Shock since nords already has 100% Resist, 50% Resist Shock in the game.
If the player is a dark elf it doesn't matter what race the player has except for a nord, so what artifacts or other enchanted items do you have. Do you have the http://www.uesp.net/wiki/Morrowind:Denstagmer%27s_Ring?
If you have it and your character is a nord then there is no need to enchant anything, but you need to have http://www.uesp.net/wiki/Morrowind:Denstagmer%27s_Ring equipped through the whole game.

The Dragonbone Cuirass gives CE 100% resistance to fire. If you chose a Nord, then you would also be 100% resistant to frost and 50% resistant to shock. So acquire exquisite clothes (robe, skirt, pants, shirt and belt) and enchant them to CE Resist Shock. That would be the simplest way to achieve this.

Nord, Dragonbone Cuirass, Denstagmer's ring, Ring of Phynaster will give at least 100% each.
If you're not a Nord it will take a LOT of enchanted items.
