How do you mute an NPC?

I made a new NPC by making a copy of an existing NPC. I want this copy to be a mute ghost, so I want to get rid of all of the dialog that the NPC is set to use (stuff like "gotta cut down on the ale", etc...). I searched all through the CS Wiki and here on the forums, and I see tons of information on how to add dialog, but I don't see any way to remove dialog without removing that dialog for ALL NPCs who use it.

You could create a race that's not playable but a duplicate of an existing race; then the NPC wouldn't have any dialogue unless it's added to a quest without a "GetIsPlayableRace == 1" check.
