Ocato is paralyzed or something

After Martin fought off Mehrunes Dagon, I found Ocato laying face-down at the door to the ruined Temple of the One. Throughout most of the fight outside, I saw messages about him being unconsious. Sure enough, loading an earlier save, I found him on the ground getting a heck of a beating. Even after killing off his attackers and casting powerful healing spells on him, he would not get up. I could talk to him, but he would not get up.

Leaving Ocato outside to kiss the pavement, I went into the Temple and let the ending play out. Afterward, there was Ocato, again face-down, at the doorway. I can talk to him, but he doesn't get up.

Anyway to fix him?

Console commands? That is if you're playing on PC

He might decide to get his act together if you leave the cell for three days. Worth a try maybe?

I've left the Temple. He said nothing about how long it would take to get the armor, so perhaps I'm missing some dialogue? (I've read the wiki, so I know it's two weeks.) When I re-enter the ruined Temple, Ocato is gone, replaced by sightseers.

OK, this just keeps getting weirder and weirder.

I started the Knights of the Nine tonight. I'm in The Lost Catacombs part of the Shrine of the Crusader, looking for the Helm. I find a room full of Liches, Wraiths, Zombies . . . and Ocato. He's fighting monsters with me. Why? No idea. The wiki makes no mention of him appearing in the quest. I don't think he's supposed to be there. My best guess is that the game had jacked up his scripting and was trying to get him back on track. After the fight, he walked off. No idea if he made it out OK or not.

Lke I said, weird.

Ocato remains essential, so he'll be fine. As for the http://www.uesp.net/wiki/Oblivion:Imperial_Dragon_Armor, make sure you have the right journal entries, and if not wait several game days and see if he has returned to the IC, and run through the dialogue again.
