I just bought oblivion for my laptop, and im using oldblivion to run it. but everyery 5-10 mins i get a framerate of 1 or 2 for 3 minutes or so.. all setting on bear minimum apart from the actor view distance ( I think thats what its called?)... is there anyway to sort this out, i mean five hours to get my first sigil stone is embarrasing...

You need a better PC that has a more adequate graphics system.
