Really low framerate

I recently built my own PC and one of the games I really wanted was Fallout 3. So I downloaded it from Steam because the Game of the Year Edition was only $19.99. After installing the game and starting it up the framerate in the title screen was really bad. I was still able to navigate the title screen with the arrow keys but it was impossible to use the mouse. So I started a new game and the framerate went to 60 fps (i use FRAPS). That is until after Amata wakes me up and tells me my dad is gone and i enter the next room the framerate drops to 5 and is pretty much impossible to play. Any help with this would be awesome.
PC Specs
CPU - i5-2320
Video Card - EVGA GeForce GTX 560 Ti (just updated to the latest drivers)
RAM - 6GB

If you need any more info to help just ask. I've seen a few other topics that have similar problems to mine but none of the suggested fixes worked.

Yeah I tried that all those and I still get the bad framerate. It doesn't matter what graphic settings or if I turn fraps or Games for Windows on or off I still get the framerate drops. I can also play games like skyrim and battlefield 3 perfectly fine.
