So ive downloaded the G.E.C.K but everytime i click it in the downloads section it tells me i need to extract some files or something or itl tell me i need to install libvorbis or something, plz help.

Try redownloading it. The file is a standalone installer and should not need any other files, other than the game files that you already have installed with the game.

Ive tried redownloading it but i after it finishes i click on it and it just says it is recommended that i extract all files

It is a .zip file. you need to right-clik on the file in your download folder and select extract all files in the dropdown menu.
Select the directory where the game is installed and extract it here. Otherwise, of course, it will not find the livorbis.dll as it is still compressed in the archive

You can't just run the file from inside the zip, even if you open it in winzip or 7zip because the needed libraries are not installed. Best is to copy the zip file in the game directory and unzip from here.

Now for some reason it says it wont work because ssce5432.dll is missing from my computer, i have it in my fallout new vegas folder, i just don't get this.
