What determines when actors sleep in "sandbox mode"? Yes there are beds

AI procedure. It is different of the package itself.
During the sandox package the actor will use several aiprocedures derived from various actor values. The raiders are less likely to sleep because they have a high energy.
You can't force a procedure in a package but you can change the frequency and duration in the settings.
If you really want the raiders use the beds, lower their energy level and change the various settings beginning with fsandboxsleep so they will sleep longer and more often. Keep in mind this will affect all NPC behaviour.
Or change their sandbox to a 80% random chance and add a sleep package for the remaining 20%.
Raiders are supposed to be hyperactive, they have a contract with psycho and jet, if you didn't know. And by the way, where did you see raiders in FONV ?

They're called Vipers but they're really raiders. Ha good point on the psycho, but I tgmed and waited for days on end and it seems THEY NEVER EVER sleep. I thought making a plugin with changes would feel like cheating but sod it drastic measures call for drastic action. Do you know if the actor values are saved in the save game though? For example would lowering the energy level work?

Oh, yes. the Vypers and Jackals are raiders, but they are so pathetic in the game I forgot them.
You found something interesting here. I had a look at the characters in the geck. Lowering the energy shouldn't change as much as I thought first because they are not on a sandbox package but a patrol package with weapon drawn.
You can just remove the patrol package. For most of them it wil not change much, except they will holster their weapon and make them more willing to sleep sometimes.
For some it would be much better than the patrol package because they will move, sit, eat and play idle anims rather than just stand idle.
