DLC/Expansions for Xbox360

Is it possible to get DLC or expansions such as the shivering isles for Xbox 360 without haveing xbox live?

There is a retail disc version of Shivering Isles available (though it may be hard to find now), and both SI and Knights of the Nine are included in the GotY edition. The other DLC is only available from the Xbox Live Marketplace.
