Install the latest RC version (not the one from nexus).
Read OBGE wiki. Twice. Also that thread and previous ones, and comments on nexus.
OBGE is the hardest mod to run properly if you are new to modding, but results are breathtaking.

However, I don't think there's a mod that allows grfx tuning within the game. Or at the least, I can not think of one atm.
