first sorry if thise topic already exist
i was just wondering in oblivion under the imperial palace what is most likely the part were you have the last battle with Jagar Tharn in the end of arena or did the forgot adding that area?

For all intents and purposes, probably.

The imperials aren't very imaginative when building/modifying cities. If it is ain't broke, don't fix it. So, they don't.

You don't need to be a lore boffin to know this. <_<

And no, it wasn't present in the game. The fight took place deep beneath the Imperial City. Since the furthest you can get in the game is the cellar, I'd say that's the closest you can get.

If your asking for roleplay or mod reasons you can probley just stick an access lid someplace and create an under sewer or other means to get there. I mean its been over 10 years since I played Arena but one part of the sewer looks just like another. As long as its a good mod I dont think anyone is gonna complain too loudly (though someone will always complain).
