No. The max is 1,200 and they generally have high mercantile skills.

Some of the traders added my the official DLCs add merchants with 2000 gold.
If you have The Fighter's Stronghold there's a vendor in the Merchant's Inn in the IC Market district that will buy anything, except for stolen goods, and he has 2000. He's an apprentice in Merchantile I think.

If they sell spells and you want to buy the spell then if you buy it they get the gold you spent. So at least you can get a bunch of spells out of a big sale. I think it also works with training.

There are no NPCs in the vanilla game, or the official DLCs with such a large amount of gold.

I think Fathis Ules is the guy who has the most money in vanilla Oblivion, but you must be a high ranking member in the thieves guild to be able to barter with him because he's a fence. He has 1500 gold, but he's also a master of merchantile.

Pretty sure 2000 is the highest amount, and that comes from DLC. In vanilla OB, it's 1200 (except for Fathis), so Varel Morvayn in Anvil is one of the better choices for merchants, since his Mercantile isn't too high and he'll buy weapons and armour (IIRC the other merchants with 1200 gold won't).

Regardless, 3000 is the most you'd ever be able to get for some of those expensive pieces -- 2000 from the merchant, 500 from investing at Expert Mercantile, and 500 from the Master perk. And by the time Mercantile is that high, gold isn't an issue.

I would posit that gold isn't really an issue beyond the first couple of levels. It accumulates very quickly and there's really nothing to spend it on.

With a Fortify Mercantile effect cast on your character you can invest in a store long before you hit 75 in that skill. That adds another 500 gold to their funds and the investment can be regained quickly. Still even with everything perfect you'll never get remotely close to full price for the high end loot. There is some items you won't even get 10% (2nd Mundane Ring) of their value when sold.

This. You will find so many things in the game that money becomes a moot point after a while. While you will never be able to receive the true value of weapon while selling it (the merchant has to resell it and make cash on his end. It would be bad business to purchase an item from the player, then turn around and sell it for the same price.), you will have more than enough money after awhile. My character is trying to NOT have too much money. Sometimes I purchase a high-end item from merchants, one that I will never use, and chuck it into Lake Rumare. I wish there was a transaction window as in FO3, where I could reduce the money received to 0, thus creating a trade, rather than a selling transaction. It is doable of course, but quite tedious.
