id like to see NY as an active war zone betwwen the bos and some other faction. but then again im pretty sure nyc would be completely gone because its probably a huge target for nuclear strike

Not really, DC was hit the worst (for obvious reasons), and its a big portion of the setting for F3...I thought after the nations' capital, the cultural hub cities would have been hit next (NYC, ATL, Chicago, LA, maybe San Fran?). Didn't a someone or a terminal in F3 mention that every state capital was hit with at least 2 nukes?

For a suggestion...I'd say the ability to found your own town...Maybe the location to found it is set, but you could build it differently and its' look would vary depending on how your city operates...Like if its an agricultural community: fences, fields, farmers, armed ranchers. If its a trading town: warehouses, houses packed together, asset protection people, traders. Stuff along those lines.

Pipboy AI: Auto stimpacks talks to you etc
The Ability To Torture: Say you chose one faction, shouldnt you be able to capture and torture their enemies?
Scope FOV Change: I felt the lack of FOV change was a bit sickening when i was kabooming legion soldiors from 250 meters away.
Just Go Prone: Ever aimed a shot and had it jerking all over the place
Destroyable And Shootthroughable Doors: Ever had 300 legionares chasing you but as soon as you close a door they are stumped?
Better Meshes: In COD you can shoot through a fence but in fallout you just hit an invisble barrier

Bethesda says that DC was one of the hardest hit cities in the US, but most of the buildings are standing. Either there is an amazing explanation that makes both statements true that wasn't even alluded to in Fallout 3; or Bethesda did some messy world designing...hmm.

Also Make It So That Whatever The Setting The Ending Of New Vegas Should Play As Little As Possible In The Game Play I Recommend Setting It In 2377 On October 16 (Time Dependant On City But Make It On Week Before The 300th Aniversary Of The Great War. Then Add Some Fancy Stuff And Add Some Unopened Vaults I Havent Heard of Vault 1 or 2 Yet Add Some Canon Dude

Oh And The Name Of The Character Should Be "The Outcast" Like The Lone Wanderer Or The Courier You Could Make Him Like A Kicked Out Jackal Or Kahn

The Chinese wouldn't have just tried to kill all of the American people, they wanted to level ever city they could. They wanted to destroy their infrastructure so the US could never as it was before.

They said it would be no fun to explore a crater, so they took the liberty of making a slightly destroyed city.

But the atmosphere and topography in the Capital Wasteland is downright barren...compared to NV, the Pitt, Point Lookout and the older games. I think they off-set it enough with blasted terrain and very little vegetation to make up for the explanation...I like to think the Pentagon maxed out all its resources to keep the downtown areas standing (somewhat).

no, i'm pretty sure a regular, modern bullet can be fired with a slow match, by heating the primer.

Yeah that wouldn't work. The "match" heats the "primer cap" to fire the bullet? A bullet has a percussion cap as in it's set off by percussion of the firing pin, not by heat. Heat wil set off a bullet but not right away.

Since bullets have percussion caps, people would make weapons that have firing pins to set them off, not trying to set them off with a piece of burning string.

continuation of my factions story and addition of details.


note: the timeline is based on my suggestion to set F4 in 2381, after the wasteland is inhabitable once again and nature has reclaimed all ruins.

the whiteblood empire.

history

the brotherhood of blood was founded in the north-western commonwealth, in the year 2297 by a highly educated wastelander named Wiliam Redside, in an effort to repel the raiders, NCR forces and powder gangers in the area. in order to do so he trained and educated the 16 male members of his village for 2 years, and outfitted them with uniforms and leather helmets based on those worn by the imperial german army which he greatly admired, made by the female members of the village. he then proceeded to forcibly assimilate nearby tribes and used them as slaves to build more infrastructure and metal walls, machinegun nests and bunkers on the southern side of the village which by now had quadrupled in size, to the point that what was once a mere village became a small, heavily fortified nation of it's own. once enough tribesmen had been assimilated into their army, trained and outfitted they changed their name to the whiteblood empire, which William Redside was named emperor of, and advanced troughout the surrounding area in pickup trucks reinforced with improvised armor and painted in their colors, wiping out whole groups of raiders, powder gangers and NCR troopers while sustaining very few casualties. after a 4 month campaign they arrived at a large open field wherein a lied the ruins of a pre-war military base where they found a tank in poor condition, which they then towed back to their nation to repair and re-paint it, this heavily armored vehicle led to them becoming the most powerfull faction in the north-western commonwealth on par with the NCR. when they first encountered cesar's legion in 2345, it had fallen into complete chaos, as it was so weak but had many members the whiteblood empire absorbed them, forcing the legionaires to give up their "culture" in exchange for survival as part of something greater and most importantly a chance to get revenge on the NCR for destroying their civilisation, this led to the the whiteblood empire becoming even more powerfull. when Wiliam Redside eventually died at the age of 91 in 2368, he was succeeded by his son, Newton Redside who is the emperor during the events of F4.

culture

the whiteblood empire is composed mostly of wastelanders who were assimilated and genetically integrated (by mixed marriages), their culture is unique, a mix of 18th- 19th european clothing and city-structure , first world war militarism and an obsession with science and industry, it lacks any hirarchy apart from an emperor, who everyone directly answers to.
their society is extremely conservative, as they see liberalism and communism as the causes of the great war however they are also opposed to uncontrolled consumerism. each member of their society is married automatically at the age of 16, the marriages are arranged by an imperial matchmaker and both the man and woman have no say, this is because courtship is illegal in their society as it leads to conflict between men and emotional harm which lowers motivation. reproduction is compulsory, each family must produce atleast 3 children (unless in exeptional circumstances, i.e infertility). litteracy and artistic talent are highly valued in their society, infact every single member of the blood empire is highly litterate and most can be seen reading, writing or drawing in their free-time. firearm ownership is compulsory for every man over 16, they obtain their .357 revolvers free of charge once they complete their 6 month military service. members of the whiteblood brotherhood are forbidded from using energy weapons as they are deemed too unreliable and are seen as "the ennemies weapon".

science and technology

the blood empire is one of the most technologically advanced in the wasteland, they can produce their own weapons, armors, vehicles and medicine. they have built sevral factories and small chemical plants within their territory, however this has attracted unwanted attention from the brotherhood of steel. they have managed to vastly improve the firepower and armor of their tank by reverse engineering technology they captured from the brotherhood of steel and NCR.

@styles, don't forget that most wastelanders are higly uneducated and will only make simple seapons, matchlocks are very simple even though inefficient with modern ammunition. so, in a nutshell, they don't care if the bullets are being ignited properly as long as they kill what's on the other end.

If they are tying to make a gun that fires modern bullets using a piece of burning sting then they are complete morons. Matchlocks are blackpowder weapons. From talking with you, it seems like you know nothing about firearms.

I would rather use a spear than a stupid weapons that tries to use a piece of burning string to fire a modern bullet.

Such a weapons would go like this "Click..... 15 second, 30 second 5 minutes or longer before the bullet fires if it ever does." I am sorry but your idea doesn't make a damn bit of sense. What makes sense are Zip Guns which are home made firearms or matchlocks that use black powder and a led ball.

how intelligent do you think raiders are?

also, i know a bit about firearms. yes, i know modern bullets are meant to be ignited via percussion, but do you expect powder gangers to have weapons a few years from FNVs events? they can't even maintain them let alone understand their internal functioning, have you ever stopped to look at raiders? they're a bunch of drugged up nutjobs, they look like coulden't tell a dog from a deer, do you expect them to kno about firearms?


of course, very simple (and dangerous-to-the-user) percussion systems could also be used instead, with some better (safer) designs being used by the exeptional, more intelligent raiders, powder gangers and wastelanders.
