Unlikely, the mod would have to include the FO3 voice files and distribution of vanilla assets is usually frowned upon. If I remember correctly, the object IDs are identical so if you own FO3 and know what you're doing it would be a straightfoward manner of extracting the relevant voice files and having them override the NV version.
