I was about to to get to the lift after i evade father Elijah but the lift say "it cannot be called down from the vault" Can Bethesda put a temporary patch to unlock the door?

Sorry bethesda is done patching, my guess is that the only way out now is to delete then reinstall the dead money data file in your game data utilities then reinstall. You will have to redo the whole DLC though.
