is this how Factions and Crime should work?

because i hated the way everyone in cyrodil knew what you have done via telepathic network across all of tamriel

1: npcs should "report" stuff they have learnt to other npcs and their faction after a period of time. for example you may incur a bounty, commit what is seen as a crime or get your rank up. however if you kill or convince all witnesses to not report this, then they will not. so...
- the player may kill a hundred guards and not get a fine aslong as not witnesses survive
- if the player gets demoted in a guild then the player could assassinate him to stop the rest of the guild recognising this
- you should be able to join a rival faction as long as both sides dont know you are a traitor

2: parent and child factions
a parent faction is like "the fighters guild" a child faction is "red town's fighters guild" if any BIG (not small) news such as a very high bounty, the removal of the pc from a faction, or an increase in rank. a message is sent to the master parent faction via messanger. the parent faction is like a "centeral hub" and once the message is recieved more messengers will be sent to the other child faction (blue town's fighters guild)

so if the pc killed most of the red fighters guild then a man will be sent to the parent with this news. the master will then send messengers to all other fighters guilds. the player may intercept any of these messengers . so although he failed to kill the messenger from the red guild, he may kill the purple messenger to stop the message getting to the purple guild. the people at the purple guild will not know what happened to the red guild so the player may continue with the purple's guild. however blue and green guilds DID get the message so they will attack the player on sight

- this means the player will not get the same bounty in every town.- people in city a will not know of your bounty in city B. however if the bounty is large then a message will be sent to the parent city and the message can get to the other city to increase your bounty by x
- characters on the other side of the world wont know of your deeds immediatly

3- reputation
reputation should exist alongside rank. reputation could be unknown, known, disliked, hated, feared liked or loved.

coming back to the story in number 2- if a message is sent to the orange guild, and they dont know who you are, you can join them due to them not knowing you.
the player should be able to be disliked at a high rank due to the methods the player used to get there, or a player could be well liked as a low rank due to having good values.
- dislike and like shouldent be sent to parent factions, however love or hate could

I agree with your idea on point 1 and 3 but i don't think point 2 would work. Mainly because:

1. Your crime isn't known only by of the guild. The guard will notify the other town about "wanted criminal fleeing from their town" or travelers will gossip about "that murderer from town X" or "OMG! you are the wanted man"
2. Parent will notice that their errand boy never returned. They will instead of contact towns that do get through and you'll have to intercept messengers from several town at once.

I do agree that people from another town aren't going to instantly know about your crime and you should have a day or two before guards start to scream "STOP YOU CRIMINAL SCUM! I'VE GOT YOUR WANTED NOTICE" or something similar. Your idea will only works if the towns were isolated by certain reason (in war? Magical barrier?)

I would suggest using disguise instead. The grey fox from OB sure works well. It don't have to be magical. Just don't get seen while changing your disquises or your reputation and bounty from both disquises will merge if you failed to silence the witness.

maybe not for guilds, but i reckon it would work for guards

if you are wanted for 400 gold in another city, and you try to talk to a guard. you shouldent have him say "YOU VIOLATED THE LOAW!

similarly, if you are wanted for less than 100 gold in the local area the guard shouldnt know. its almost as if talking to a guard while having a bounty also admits every crime you do!

-100 = nobody should notice you anywhere, although maybe the last one that caught you might

-400 = some guards may notice you

500+ some guards may recognise you in other cities

1000+ most guards will recognize you
