It says, "this save relies on content that is no longer present", I don't remeber what mods or DLC was used. I am replaying my Oblivion character from 5 years ago. I know in Morrowind you can find out how but in Oblivion, how? I must have forgot.
Also the application used to unfreeze the animation glitch?

Wrye Bash should be able to give you that information. Go to its Saves tab. Select the save you want to use. A right-side pain will list what mods were active at the time of the save, and their load-order. (It also lists your currently active mods for comparison.) You can also Right-click the save in question. Select statistics from the resultant menu. Amongst the info provided should be a listing of the mods used at the time of the save. The first method is, I think, easier for normal usage.
A caveat. I don't believe WB will mention OBSE. If any of your mods required that you'll need to remember to install it again (if you haven't already).

WB also has a built-in a-bomb fixer. There are or were also several stand-alone a-bomb fixers. Oblivion Animation Fixer (OAF) being the one I'm familiar with and used until converting to Wrye Bash.
