So, I'm getting into PC gaming and I thought I'd start by taking advantage of Bethesda & Steam's sale for both Morrowind GOTY as well as Oblivion GOTY.

My questions are:

Where would I go to get the HD packs/add-ons for each game? Are they on Steam, or another site?

What are some of the best mods for each game? Are there any shining ones that more experienced PC gamers recommend?

Where would I go to procure such mods?

http://oblivion.nexusmods.com/ and http://morrowind.nexusmods.com are probably the best sites for mods. As for the "best", well that's subjective. What kind of mods are you looking for?
On the Nexus you can search by category, and sort by popularity. The first few pages of this forum may also give you an idea of what's popular.
Make sure you get the Unofficial Patches, and look into Wrye Bash and BOSS to manage your load order.
