Brightness issues.

So I decided to play through Fallout 3 again after 150 hours of Skyrim, and I'm running into some brightness problems. I recently changed around the HD settings on my tv and I just can't get it to look right (At least, I think it doesn't look right).

Note: I can take pictures if necessary.

The interior of buildings without any light is pitch black, my pip boy light only allows me to see a few feet in any direction.

Buildings with light from the outside are dimly lite, requiring no pip boy to see.

From 6 am- 6 pm I can see fine. From 7-8 pm its fairly dark but I'm still able to see. From 9-11 its pitch black outside no matter what. 12-1 its even darker but for some reason I can see fine (Moonlight?). 2-4 is pitch black, similar to 9-11 (pm). 5 is lighter and I can see the sun on the horizon.

From what I understand, night is darkest around 12.... Whats going on? Is it normal to have these brightness issues? I'm also not sure how the "Brightness contrast bar" should look if I have it right either.
