Writing the Plot of a Mod: What do you think?

[Background]: It takes place in ~84 square miles around Vancouver (FO3's was ~144 in real world terms). In the years before the great war the United States annexed the Northern provinces of Canada. Due to it's strategic importance and proximity to the Anchorage front, the city quickly became a military science hub so that whatever break through that were made could be quickly moved to the front for use in combat. As a result of the presence of many high profile military and scientific personnel present Vault-tech quickly produced many small vaults with stasis chambers, far more advanced than Mr.House's, to preserve their inhabitants and experiments for many many years and leave them physically functional after their emergence as well as a few commercial vaults too. However, When the bombs fell the nuclear fallout and massive amounts of heat generated from the bombs resulted in a literal nuclear winter that lasted for over a year. By the year 2190 the worst of the radiation has ebbed, and two of these unnumbered northern Vaults opened allowing their inhabitants to enter the frozen wasteland. By 2200 the inhabitants of these two vaults had formed the CPF (Canadian people's front) and the PFC (the people's front of Canada) who for reasons not totally clear are in a bloody dispute over control of the City of Vancouver. As more people emerge into the Icy wastes they bring back reports of a Manned Military fort in the north with large E's on their flags and uniforms. From the south people have seen and come into contact with members of a group known as the NCR. In the East scouts have reported seeing people wearing strange power armor and using energy weapons (Midwest BOS). As many new people appear in the Wasteland some are known as Nomads (I couldn't come up with a good name) who are essentially foragers who break into the many hidden bunkers of the land to gain supplies or Old World technology to sell.
[Main Plot]:
Within one of these bunkers a band of nomads discover multiple stasis modules, several of which seem to no longer have their occupants and the rest are dead. However, they discover that one of them has positive life signs and remove them from the bunker to their refuge where it (I'm gonna stay gender ambiguous) wakes up and discovers that it has no memories other than it's name (player decides). After working with the nomads for a while (tutorial level) it then sets off on a quest to find out who it really is. Long story short its gonna end up that the Nomad (the PC aka "it") will discover that he is in fact a cyborg that the military was looking into as a source of infinite soldiers but the cost of such an army was so immense that only several prototypes were ever made. The culmination will also include the Nomad giving control of Vancouver to one of the above mentioned groups... or taking it for their own. (this is bare bones of the plot as it would be extremely long but this is the over arching plot,)
I'd like to hear your thoughts on what you think of the story and if it fits the Fallout fashion (namely the cyborg part which is actually gonna be tied into the Replicated Man quest in FO3)
