A better America with the Enclave?

Remember in F3 when Autumn said that after destroying the Brotherhood they would become the true saviors of the wasteland? Do you believe he was right?

I for one, believe wholeheartedly that a wasteland under the control of a non-genocidal Enclave would be the best thing to ever happen to it. They could bring near absolute security to the wastes, rebuild civilization with its technologies, give medicine, education, clean water, etc. to the wastes and put America on the fast and efficient track to recovery.

The keyword there is non-genocidal, something we have yet to see in any form of the Enclave we've seen so far. I'll agree that if they weren't so concerned with eradicating every mutation on Earth, they'd be the best damn thing to have happened to the Wasteland since... well, ever. But they're not, and their ideology isn't likely to change without serious flaming from the fanbase.
