Played Skyrim on xbox, but no longer have an xbox, so back to PC gaming

Skyrim just about runs on the lowest settings, but feels too jerky.

Oblivion here I come instead

Question: the leveling system - I'd heard that mobs level too much with you which can spoil the game, so should I mod it to stop this?
