Also, you should know that being a Psijic is less about skill and power and more about a spiritual and world view.
The Psijics revere their ancestors, just like the conventional Altmer, but unlike the Altmer they believe that creation began slightly differently. This difference of opinion resulted in their exile from Summerset Isle.
Imperials, as Humans, generally don't have the same world view as Elves. The Elves thing the Mundus is a desecration of the natural order. As such, an Imperial would probably never be accepted into the Psijic order, since humans don't generally share that philosophy. In addition, there is no reason that I know of to believe that the Psijics aren't less elitist than the Altmer, despite their differences in belief.
Similarly, one wouldn't necessarily have to be a child prodigy in order to be a Psijic, since being a Psijic is more about one's view of the world and less about one's magical ability.
I tend to think of the Psijics as a separate cultural group from the Altmer, rather than an elite order of mages, as most seem to think.
