I am looking to make a staff and/or weapon that does not use charges. I thought I saw a mod for this somewhere but I want to know if it is possible in the construction set so I can do it myself. Thanks!

If it's for just 1 item you could create a new enchantment and stick that on the item. The enchantment itself should be altered to have an enchantment cost of 0. If you want to make all weapons/staves 0 cost you can install something like http://www.tesnexus.com/downloads/file.php?id=33266, which can be configured to do that.
