Missing "RefStuff" error on startup

I'm getting an error message stating something to the effect of "Missing plugin for RefStuff detected, please verify it is located at [path], yadda, yadda". After a google search I see this is related to OBSE... I have the latest OBSE(v20) installed. I went to the the offical website (the silverlock one) and I don't see any mention of a 'RefStuff' plug-in. I've searched on TEXNexus, and all I see are other mods that have refstuff packaged into them and are not modular. Anyone know where I can get this RefStuff thing by itself?

The RefStuff plugin can be downloaded here.

Just go to the files tab and scroll to the bottom, you can download it separately from there. :)
