you cannot lol I customized the head mesh so it looks like this, then played around with the sliders ingame. But search for "the Hero" mod which i've made on tesnexus that will get you started. Since the character is a modified version of that race. And I used the Customizable Wasteland Shirts, also on tesnexus, bus also a modified version with a scarf...

Why was everyone asking about the rifle? What I'd like to know is where I can get some of that armor! Is the shoulder/gunbelt combo a separate piece I can get?

Better question - how do you pose like that?

There are a number of mods out there (Groovatron? Umpa dances) that allow you to play certain animations or 'freeze' in position. A lot of them use animations that don't exist in game, which you will see fairly often in these pictures. That's how they can do things like have characters with two guns in a 'mexican standoff' position, or lounging about provocatively or what have you.
