Why aren't the Great Khans apart of the "Fallout Deck&#3

So I'm wondering why the Great Khans never made it to the Deck? I mean Dixons lame ass made it all the way to 7 of Spades. The Great Khans have a way bigger storyline and impact over alot of these other "people" Same with the Brotherhood... Was this deck all about the "new things" instead of practical participants? :flamethrower:

IMO, I don't even care about the Great Khans. I'd be okay if they weren't in the game.
And the cards.........well, I don't really have anything to say about that. So don't mind me. Ice was never here. :ninja:

heh... you have to remember if it wasn't for the Khans, there probably wouldn't be nearly as many fiends as there is, and that would make the NCRs Campaign a bit easier...

Well, I do enjoy killing them. And by them I mean both Khans and Fiends, no offense.
