It appears to have been lost to the mists of time. In the GECK, there is no way to ultimately detect how many ranks a person has in a particular perk (at least that my research has shown). I've heard that there are workarounds, but as mentioned before, I can't seem to find them. They've been archived/removed. Supposedly one 'Kelenius' had the answer. Does anyone remember it?

Also, if you can provide an example (not necessary!), it would be much appreciated.
