We know of at least one Avatar of Talos, Wulf. As such, there has to be a divine quotient to him, and he cannot, as the Altmer argue, be just a man.
I dissagree that he represents Lorkhan, however, though he may have taken the latters place in the Pantheon. The racism, or more properly the schism between Man and Mer that is associated with Lorkhan isn't present in general Talos worship. In fact, rather than facilitate the conflict between the two, Talos brought them closer together then they have ever been. As such, his actions and legacy run countrary to the general theme of Lorkhan and his Shezzarine's, indicating to me that Talos was something else.
Exactly what, i fear i am not qualified to posit.
