You have to put ingredients with similar effects together before it will make anything useful. Even food can make potions. Put an apple and a piece of bread together and it will create a restore fatigue potion. To be honest I don't know how exactly you can have 62 alchemy when you claim you can't make potions.

Make sure you have at least a mortar and pestle in your inventory to create potions.

If you go around Skingrad you should be able to pick up vast quantities of Flax, it's one of the most common ingredients.

Then in the Great forrest there are tons of Steel Blue Entoloma mushrooms. Sometime they are trick to find since they like to grow under grasses, but they are often around trees or rocks. I usual harvest them on the road between Chorrol and Bruma. Here is a map of concentrations:

http://www.uesp.net/wiki/Oblivion:Steel-Blue_Entoloma

You can mix the two together for lots of restore magicka potions, and improve alchemy.

Even easier, if get get lots of food you can usually mix them together to make Restore Fatigue potions. If you don't mind stealing, you can loot some of the farms around Skingrad for lots of graqes.

EDIT:

Oh and at your character's level (Journeyman) you can also use Water Hycinthia. There is a bunch of that in various places, like near for Redman south of the Imperial City. And also use.

Or Lavender (from the island south of the Imperial City and Fly Aminita to make restore health.

Or Sacred Lotus (near Water Hycinthia) and St John's Wart near Chorrol to make bunches of damage health potions.

Wouldn't it make more sense to stick those ingredients in a safe container somewhere, and go harvest some things suggested above, to make potions until you reach the level you want. Then go back and get those ingredients, which will have a new effect available.

Oh, a tip: Never use Flour for a potion until you get to Expert. It's the only ingredient with Reflect Damage that doesn't have Damage Health as a side effect, so you need it to make the best quality Reflect Damage potions.

Edit: Flour tends to be hard to find, since most places it comes from are non-respawning.

Good way to train alchemy is to make runs between the farms from skingrad to shardrock farm, on the way to Kvatch. Huge amounts of food that reappear in 3 days.

Another good run is from the Skingrad farms to the Odiil Farm at Corrol, harvesting Flax, Tiger Lily and Steel-Blue Entoloma along the way. You can make Water Walking potions from the graqes and tiger lily, Restore Magicka from the Steel-Blues and Flax, and Shield from Tomato and Flax. Odiil Farm has radishes, which combine with several other ingredients to make a Chameleon potion.

That alchemy calculator is amazing. No more going through scrappy bits of paper to find recipes.
